מטרת עבודתי בתחילה היתה לנסות ולנתח אספקטים שונים של תופעת האלימות בכדורגל בכל העולם כולו, בהנחה שקיימים מספיק מחקרים ראויים אשר נעשו בתחום זה בחצי המאה האחרון. מצד אחד, שמחתי לגלות כי קיים מחקר ענף על התחום - מה שגרם לי לצמצם את שדה המחקר שלי לאירופה בלבד - אך מצד שני, גיליתי כי רוב המחקרים מנסים לטפל בתופעה שהיא אוניברסאלית בדרכים שהן אוניברסאליות, למרות שטענת המחקר שלי מלכתחילה גרסה כי אלימות אוהדי כדורגל היא תוצר מקומי, של פוליטיקה, מאבקים אתניים, דתיים או מעמדיים.
על-אף התמצאות רבת שנים בתחום הכדורגל העולמי, התחלתי את עבודתי בקריאת שלושה ספרי רקע מרתקים, שניים מהם ספרי סיפורת - "העולם על-פי הכדורגל" של פרנקלין פוייר ו"כדורגל נגד האויב" של סיימון קופר, וספר נוסף אקדמאי במהותו - "כדורגל ולאומיות" של פרופסור אמיר בן-פורת, אשר הוא עצמו סייע לי רבות בהפנותי למרכז מחקר אנגלי בלונדון בשם "SUPPORTERS DIRECT" אשר מטרתו היא החזרת הכדורגל לקהילה. מרכז זה עזר לי רבות בהפניות למחקרים אשר נעשו בנושא העבודה שלי. כמו כן, לרוב החומר בעבודה זו לא היה לי שום סיכוי להגיע אלמלא הייתי עובד במועצה להסדר ההימורים בספורט, אשר דרך קשרי העובדים הבכירים בה, התאפשרה לי גישה בין היתר לארכיון ערוץ הספורט ולמאמרים ומחקרים שאינם כלל בנמצא בספריות בארץ.
מטרת עבודה זו היא להציג סקירה מקיפה של הספרות והמחקרים אשר נוגעים בתופעת האלימות בכדורגל ולבחון ולהעריך גישות שונות המנתחות את בעיית החוליגאניזם בכדורגל, בין היתר תוך בחינת יוזמות משטרות וממשלות, קווים מנחים והמלצות של גופים נחשבים שונים בעולם הכדורגל, כמו כן גם המלצות מארגונים התומכים במועדוני כדורגל. כמו כן בחנתי הצעות אחרונות שניתנו מפרלמנט האיחוד האירופי. הרבה מהיוזמות של הפרלמנט הן לא קלות, חלקן לא מפורסמות, אחרות הן פשוט תגובות נגד כגון איסורים על נסיעות ,זמינות של אלכוהול, וכו'.
